This was failed tv pilot from the creators of tv series Scrubs and Family
Guy, Bill Lawrence and Neil Goldman. It was turned down by the The WB Television Network and was then unanamously uploaded to YouTube in 2006. It became very popular and soon NBC got in touch with the people who made it and was then greenlit as a full tv series. It is currently awaiting to be filmed, but several webisodes have been filmed and uploaded on myspace and Youtube. part 1 part 2 part 3
